Summary:PROBLEM TO BE SOLVED: To radically select an instantaneous drop countermeasure device based on a mathematical means. SOLUTION: The system includes an instantaneous drop history storage means which stores power transmission and distribution line facility of a power system and a past instantaneous drop history at a power receiving point; and a distribution rate calculation means which calculates distribution rate of the parent population of duration of instantaneous drop and degree of voltage drop, as well as occurrence probability of event from the example of instantaneous drop history stored in the instantaneous drop history storage means based on statistical method. It also includes a means which stores example of effect of which the range affected by duration of instantaneous drop, and degree of voltage drop is specified at various power receiving points; and an instantaneous drop countermeasure device selecting means which selects any one of instantaneous drop countermeasure devices, by considering an instantaneous drop countermeasure device of various specifications that is provided according to duration of instantaneous drop to compensate voltage drop at instantaneous drop, and probability of event occurrence as well as distribution rate of parent population of characteristics at power receiving point stored in the power receiving point effect example storage means, duration of instantaneous drop calculated by the distribution rate calculation means, as well as degree of voltage drop.
