Summary: | PROBLEM TO BE SOLVED: To provide an insolubilizing agent for harmful substances capable of surely detoxifying harmful substances such as heavy metals in soil, incineration ash, etc., at a low cost, free from the risk of redissolution of harmful substances by acid rain, and enabling safe recycling of the detoxified soil and incineration ash. SOLUTION: The insolubilizing agent for harmful substances contains magnesium oxide and an alkali metal silicate. Preferably, the agent contains 2-100 pts.mass of an alkali metal silicate based on 100 pts.mass of magnesium oxide, the magnesium oxide is calcined magnesia, and the alkali metal silicate is one or more substances selected from water glass, potassium water glass, lithium water glass, powdery sodium silicate and powdery potassium silicate.
