PROBLEM TO BE SOLVED: To provide a communique system for a cellular communication network that is operated by an existing cellular communication network to provide communique communication services to subscribers. SOLUTION: A communique can be unidirectional (broadcast) or bidirectional (interactive) essentially, can cover a predetermined geographic area or a demographic population or a subscriber interest group and transmits information to subscribers who are target audiences for narrowcast transmissions. A subscriber terminal device can be a mobile wireless communication device that is an existing mobile subscriber paradigm or a fixed wireless communication device in the latest wireless product. These communique communication services can be free services, subscription based services, or toll based services, while data propagation can be based on a push information distribution mode, a pull information distribution mode and the combination of the push information distribution mode and the pull information distribution mode.
