Summary:PROBLEM TO BE SOLVED: To provide electrolytic water which is excellent in whitening effectiveness, and useful for skin care, and to provide its production method. SOLUTION: The electrolytic water is obtained by electrolyzing raw water to be electrolyzed containing a water-soluble inorganic salt of less than 0.1 mM, a hydroquinone glycoside of 0.05-0.5 mass%, and L-ascorbic acid or its glycoside of 1 to 50 mM. When the electrolytic water is produced, the raw water to be electrolyzed is supplied to a continuous flow type diaphragmless electrolytic cell at a flow rate of 5-3,000 ml/min to be continuously electrolyzed at an electrolytic current density of 0.003-0.1 A/cm2.
