Summary: | PROBLEM TO BE SOLVED: To obtain noise tolerance more approximating that dependent upon the human subjective point of view by calculating small noise tolerance with respect to an image having uniform movements and calculating big noise tolerance with respect to an image having random movements. SOLUTION: A movement array in the n-th frame of an input image and a movement array of the (n+1)th frame are used to detect movements of the image, and the movements are stored in a storage means, and variations of motion vectors corresponding to identical positions of different frames are calculated from contents of the storage means, and the noise tolerance is calculated on the basis of obtained movement feature quantities and is output.
