PROBLEM TO BE SOLVED: To provide a system and method for receiving an emergency warning signal in which emergency information can be speedily provided with low power consumption. SOLUTION: A reception unit 12 receives a signal transmitted from a broadcasting station 3, and an EWS signal discrimination unit 13 discriminates whether the signal is an EWS signal or not. An EWS detection/non-detection signal generation unit 14 generates an EWS detection signal or EWS non-detection signal based on a signal discrimination result, and a control channel signal transmitting/receiving unit 15 transmits the generated signal to a portable telephone set 2 while superimposing it on a control channel signal exchanged between a base station 1 and the portable telephone set 2. An EWS detection/non-detection signal discrimination unit 24 discriminates whether the signal superimposed on the control channel signal received by an EWS detection/control channel signal transmitting/receiving unit 22 is the emergency warning signal detection signal or the emergency warning signal non-detection signal and if this signal is the EWS detection signal, a power supply function unit 25A is switched from OFF to ON, thereby providing a state where an emergency warning broadcast transmitted from the broadcasting station 3 can be received.
