PROBLEM TO BE SOLVED: To provide a polyol composition capable of producing an isocyanurate-modified rigid polyurethane foam satisfying a semi-nonflammable specification, by using water as a blowing agent, and also a method for producing the isocyanulate-modified rigid polyurethane foam satisfying the semi-nonflammable specification by using water as the blowing agent. SOLUTION: This polyol composition containing a polyol compound, blowing agent, catalyst, foam stabilizer and flame retardant is provided by mixing/reacting with a polyisocyanate component to make a rigid polyurethane foam having isocyanulate group, wherein, the blowing agent is water, the catalyst contains an isocyanulate group-forming catalyst and a tertiary amine catalyst, the flame retardant is a polycyclic phosphoric acid ester having ≥3 benzene rings in one molecule and being liquid state at 20°C, and its adding amount is 5 to 35 pts.wt. based on 100 pts.wt. polyol compound.
