Summary:PROBLEM TO BE SOLVED: To provide a culture medium for cell raising of seedlings capable of shortening seedling-raising period in a cell pot. SOLUTION: The culture medium for cell raising of seedlings is obtained by mixing a raw material containing 50-99 wt.% (expressed in terms of dried product) and 1-40 wt.% (expressed in terms of dried product) organic/combustion ash-based neutralizing agent. The natural cellulosic fiber material is a natural fibrous material excellent in water retainability and air permeability and does not contain an artificial fiber material such as rock fiber. The natural fibrous material includes, specifically, peats such as peat moss, coconut husk peat and coconut peat, sphagnum moss, bark or peat briquette. A cellulose fiber material kept in a state in which fibers is entangled with each other without pulverizing the material is preferably used as the natural cellulosic fiber material. The organic/combustion ash-based neutralizing agent is a neutralizing agent exhibiting a basic property in an organic material containing a carbon atom or combustion ash obtained by burning the organic material and does not contain an inorganic salt such as slaked lime, quicklime or calcium carbonate.
