Summary:PROBLEM TO BE SOLVED: To arbitrate priority while maintaining consistency between setting of an arbiter and priority of actual traffic even when a transmission buffer of a transaction layer interposes. SOLUTION: By feedback-controlling a result obtained by monitoring packet data outputted from the transaction layer 153 constituting an architecture of PCI Express by a statistical information generation means 21 to a weight information update means 22 in real time, and reflecting it in an arbitration table 14, the priority according to a data transfer amount of the packet data actually transferred through a serial communication path can be imparted. Thereby, even when the transmission buffer of the transaction layer 153 interposes, the priority can be arbitrated while maintaining the consistency between the setting of the arbiter and the priority of the actual traffic.
