Summary:PROBLEM TO BE SOLVED: To minimize physical washing times, chemical washing times, and membrane module exchange times by optimizing an operation plan of a membrane filtration facility, according to a membrane supply water quality load of a membrane unit. SOLUTION: A water demand prediction part 31 predicts water demand of the day based on the past record of water demand stored in a water demand record storing part 30. A water quality information operation part 28 operates a cumulative value "Sk, 1" of the membrane supply water quality load, based on water quality information (for example, membrane supply water turbidity "Ck, 1") of membrane supply water obtained in a water quality detection device 10, and a membrane supply water amount, "Qk, 1" detected in a flowmeter 12. The operation plan of the membrane filtration facility 5 is found in a membrane filtration system operation planning part 32, based on these water demand and cumulative value "Sk, 1" of the membrane supply water quality load, and a membrane filtration system control part 33 controls the membrane filtration facility 5 by the operation plan.
