Summary:PROBLEM TO BE SOLVED: To reduce the costs of folding work of an airbag and improve development characteristics of the airbag. SOLUTION: The airbag 12 is spread in a plane shape, and the outer edge part 23 is brought in a somewhat lifted condition. Then the airbag 12 is radially pressed from the outer peripheral side by a first pressure object, and a first accumulation part 51 is formed in a wave shape. A radially extended part, which remains between the first accumulation parts 51, is radially pressed from the outer peripheral side by a second pressure object, and is squeezed into the space between the first accumulation parts 51. Then the radially extended part is folded in a wave shape, and a second accumulation part 52 is formed. Then the first accumulation part 51 is expanded to the outer peripheral side by being pressed by the second accumulation part 52. The first accumulation part 51 and the second accumulation part 52 can be folded in a wave shape so that the outer edge part 23 is directed to the front side. When gas is introduced into the airbag 12, first, the first accumulation part 51 is expanded and developed to the outer peripheral side. Then, the second accumulation part 52 is expanded and developed to the outer peripheral side, and the airbag 12 is expanded and developed to the outer peripheral side with a stable behavior.
