Summary:PROBLEM TO BE SOLVED: To provide an information processing system handling data transfer requests from clients to a server and transmitting data from the server to the clients according to the data transfer request, an information processor, an access distribution method, and a program, in which communication between the server and the clients can be efficiently performed. SOLUTION: In the information processing system adapted to perform data transfer requests from the clients to the server and transmit data from the server to the clients according to the data transfer request, the server extracts a client who is to access the server, sets an access time for the extracted client so as not to compete with requests from other clients and reports the set access time to the client, and the client accesses the server at the access time reported from the server.
