PROBLEM TO BE SOLVED: To provide an air conditioning panel capable of easily holding an easy-to-float curve part of a conduction pipe for a heat medium even without using force of a sticking adhesive of a heat-transferring thin plate or a small joist used for base body reinforcement or the like, and allowing construction without damaging the conduction pipe for the heat medium. SOLUTION: This air conditioning panel 1 has: a mat-like base body 4 having a groove 3 formed such that it meanders in an outside surface 9 positioned on the opposite side to an installation face 2; the conduction pipe 5 for the heat medium embedded in the groove of the base body; and a holding-down member 8 having a groove 7 on the installation face 2 side in the curve part 6 of the conduction pipe 5 for the heat medium, and holding the conduction pipe 5 for the heat medium down to the installation face direction by the groove. The curve part 6 of the conduction pipe 5 for the heat medium of the base body is provided with a fixing part 11 for fixing the holding-down member 8 such that the holding-down member 8 is contacted with the installation face, and the holding-down member 8 is provided with a fixing means 12 for fixing the holding-down member to the installation face 2.
