PROBLEM TO BE SOLVED: To allow a communication system which performs inter-equipment communication by proving adequacy of equipment by an access management server to achieve highly safe inter-equipment communication without loading a access managing server. SOLUTION: An adapter device which is connected to a network and performs encryption communication includes a connection managing means of performing connection control over a connection with a first communication device connected to the network or a network outside the network through the access managing server, a storage means of storing connection policy information for deciding a method of communication between the first communication device and a second communication device connected directly to the adapter device, a communication control means of deciding the method of communication between the first communication device and second communication device by using the connection policy information, and an encryption communication means of encrypting and decrypting communication data between the first communication device and second communication device when the communication control means decides the encryption communication.
