Summary:PROBLEM TO BE SOLVED: To introduce an automatic ticket checking and collecting system that is simple and inexpensive. SOLUTION: In this embodiment, for example, general purpose non-contact IC cards that are freely distributed in a city for usage such as an electronic money card are used as a season ticket as they are. An IDm, a section and a usage period are registered in a pass information server. The pass information server distributes the IDm to gate devices installed in stations in the section. The gate devices store and hold the distributed IDm to collate the distributed IDm with that of a non-contact IC card presented by an user. When the IDms coincide, the gate is opened to allow the user to pass through, and when the IDms do not coincide, the gate is closed to limit the passage of the user. When the usage period expires, the pass information server instructs the gate devices to cancel the IDm to thereby erase the IDm of the non-contact ID card whose usage period expires.
