Summary:PROBLEM TO BE SOLVED: To provide an image display device having an electron emitting element capable of suppressing discharge and securing luminance uniformity in a screen and its manufacturing method. SOLUTION: The image display device comprises a cathode panel having a plurality of electron emitting elements and an anode panel 35 having an anode electrode 34 and a phosphor layer 36. The anode electrode 35 is formed of a low resistance membrane 41 divided in a plurality of regions and a high resistance membrane 42 connected electrically to the low resistance membrane 41. The high resistance membrane 42 is formed as a continuous membrane in the whole region of an effective screen, and the total area in the effective screen of the divided low resistance membrane 41 is formed larger than the total area of the phosphor layer 36 and smaller than the total area of the effective screen.
