Summary: | PROBLEM TO BE SOLVED: To provide an asbestos scattering-preventing agent that makes it possible to efficiently wet asbestos fibers and to enclose them. SOLUTION: A polymer having a polyamine skeleton in the asbestos scattering-preventing agent (i) exhibits good affinity to asbestos and (ii) forms a viscous gel-like polymer phase strongly holding much water by interactions brought about between the polymer having the polyamine skeleton and water and between polymers having the polyamine skeleton. Thus, by applying the asbestos scattering-preventing agent to an asbestos-containing substance, the whole area of the asbestos-containing substance as an object to be treated is kept well in a wet state for long terms.
