Summary:PROBLEM TO BE SOLVED: To provide a cleaning device etc., which is employed for an electrophotography system such as a copying machine, a facsimile machine, and a printer and removes residual toner, the cleaning device etc., being compact and low-cost while characterized in that cleaning performance for the residual toner is kept excellent for a long period of time and discharge products can be removed sufficiently enough not to bring about a problem in terms of picture quality. SOLUTION: The cleaning device has a plate type member 75 such that a surface 75a located on the side of an image carrier 10 in a state a tip is floated from the surface 110 of the image carrier is brought in contact with the surface 110 and an applied part 712 applied with a bias VB having a specified polarity for electrostatically attracting residual toner remaining on the surface 110 of the image carrier 10 downstream from the plate type member 75 in a direction wherein the image carrier circulates and moves, and is equipped with a cleaning means 71 of making the applied part 712 electrostatically attract the residual toner through the operation of the bias.
