Summary:PROBLEM TO BE SOLVED: To suppress the irregularity of an image and the breakdown of a system occurring when time required for coding exceeds prescribed time. SOLUTION: A coder 102 codes moving picture data stored in a frame memory 101. A processing time measurement 103 measures time (coding time) required for coding the moving image data by the coder 102. A coding processing control unit 104 compares the coding time measured by the processing time measurement 103 with coding completion estimation time calculated based on a frame rate. When it is determined that the coding time exceeds estimation time, the coding processing control unit 104 sets the coding mode of the coder 102 and an own coding mode to a compaction mode.
