PROBLEM TO BE SOLVED: To provide a method for covering/sealing its fibers by joining the mutual fibers simultaneously when covering a fibrous material with a polymer for preventing scattering of obstructive fine fiber and its fine powder. SOLUTION: This method is composed of (1) a process of impregnating a fibrous resin, (2) a process of preventing and reinforcing falling-in and (3) a sealing process for preventing scattering of the obstructive fine fiber and its fine powder. An obstacle preventive semipermanent reusing method of an obstructive fibrous material is characterized in that the first process prevents scattering by joining the mutual fibers by the resin simultaneously when covering extra fine fiber with a primer composed mainly of resin having a superior adhesive property to the fine fibrous material, having an aqueous or water dispersive property and having a high elongation percentage, and the second process is composed of sticking of mesh-like cloth and driving of an anchor bolt for imparting falling-in preventive strength, sealability and smoothness, and the third process prevents the scattering by completely sealing by painting a top coat composed mainly of the resin being an aqueous, water dispersive or solventless agent and having a high elongation percentage.
