Summary:PROBLEM TO BE SOLVED: To facilitate a machining and a mounting operation for a joint by separately installing an out-of-plane buckling prevention means. SOLUTION: A connection portion between a first arm 24 and a second arm 30 restricts the movement (out-of-plane buckling) of a plane formed by the first arm 24 and the second arm 30 to the outside by a bearing plate 38 as the out-of-plane buckling prevention means installed on a beam 14C between a beam 14B and a beam 14A. Since the first arm 24 and the second arm 30 are allowed to move in a plane, a seismic response control device 12 can develop a sufficient seismic response control effect.
