Summary: | PROBLEM TO BE SOLVED: To provide a speech encoding device and its method, and a speech decoding device and its method with which a scalable lossless stream can be generated and decoded and processing time when the lossless stream is generated and decoded can be shortened. SOLUTION: A lossy core encoder part 11 irreversibly compresses an input speech signal to generate a core stream. A simplified lossy core decoder part 12 decodes only, for example, a low-frequency band of the core stream to generate a lossy decoded speech signal. A subtractor 14 subtracts the lossy decoded speech signal from a delayed input speech signal to generate a residue signal. A rounding processing part 15 performs processing for rounding the number of bits of the residue signal. A lossless enhanced encoder part 16 reversibly compresses the residue signal to generate an enhanced stream and a stream combining part 17 combines the core stream and enhanced stream together to generate the scalable lossless stream.
