SOLUTION: A system 1 for evaluating the investment effect of an instantaneous voltage drop countermeasure device 40 for compensating the instantaneous voltage drop of an electric power system comprises an instantaneous drop information storage means 31 for storing system information and the past occurrence frequency of instantaneous drop in relation to each other; a prediction information input means 22 for inputting a predicted value of the amount of consumer's damage at the occurrence of instantaneous drop; and an investment effect computing means 23 for inputting installation place information on the instantaneous voltage drop countermeasure device, referring to the instantaneous drop information storage means 31 to extract the instantaneous drop occurrence frequency of the system at an installation place, computing the influence degree of instantaneous drop based on the instantaneous drop occurrence frequency and the predicted value of an amount of consumer's damage, and computing an amount of investment effect based on the cost of the instantaneous voltage drop countermeasure device.
