Summary:PROBLEM TO BE SOLVED: To provide a cement admixture which can impart high hardening property and improve workability and which can be stored for a long period of time without deteriorating its performances and is suitable for premixing; and an extra quick hardening cement. SOLUTION: The cement admixture contains a powdery cement dispersing agent which is obtained by adding a reducing inorganic compound and a reducing organic compound to a liquid containing, as main components, (A) calcium aluminates, (B) gypsum, (C) lithium carbonate, (D) anhydrous sodium sulfate and (E) a polycarboxylic acid-based polymer having polyalkylene glycol chain, and then drying and pulverizing the resulting mixture.
