Summary:PROBLEM TO BE SOLVED: To provide a contour emphasizing circuit for performing process of contour emphasize without damaging a high quality video image as IP transformation result. SOLUTION: Interpolation identification information for identifying the type of interpolation is acquired in correlation with video image region identification information for identifying a video image region for performing the interpolation of the type. Then, by acquiring the weighting information for indicating weight of emphasizing degree at the time of performing contour emphasizing processing, a progressive video signal can be generated in which the video image region was subjected to contour emphasizing processing according to the type of interpolation.
