Summary:PROBLEM TO BE SOLVED: To provide an FPGA device capable of holding the equivalency of a circuit when the circuit constituted of an FPGA is constituted of a semi-custom LSI such as a cell base IC, and to provide EDA for generating the FPGA device. SOLUTION: A program for allowing a computer to execute a method provided with a step (a) for generating a first RTL (resister transfer level) description model by a circuit design EDA (electronic design automation) on the basis of a logical design model of a semiconductor device, a step (b) for converting the first RTL description model into a second RTL description model by circuit changing EDA and a step (c) for mapping the second RTL description model on an FPGA primitive by a logical synthesis tool is prepared and a semiconductor circuit is designed by using the program.
