Summary:PROBLEM TO BE SOLVED: To solve the problem, wherein even though there are a collect call and a free-dial call available to make a called person call back free, they are poor in convenience and not flexibly adaptive to charging the relations between arbitrary subscribers. SOLUTION: A caller dials a service number plus a telephone number on a telephone set 105. When the called person calls back, an exchange 107 previously has registered termination charging to the telephone set 105 determining from the service number. The exchange 107 sends information indicating call-back termination charging to a telephone set 106 called, so it is found on the called telephone set 106 that the call-back destination has been charged. When the called person calls back, the exchange 107 determines that the current call is a call-back termination charging call, based on the registered information and sends information, representing the terminal charging to the telephone set 106. After the handset is put back after the call, the exchange 107 generates and stores the charging information for the telephone set 105 and deletes the registered called subscriber number.
