Summary:PROBLEM TO BE SOLVED: To implement recovery charging of a storage battery periodically, efficiently, and effectively when performing a load follow-up control using a storage means in a power generation system utilizing a fuel cell. SOLUTION: The fuel cell system has a storage means 2 to charge temporarily generated power from a fuel cell 1. The system is equipped with a recovery charging means 3 which, in order to implement recovery charging of a storage battery 2b of the storage means 2 at a certain period, starts time count from the completion of recovery charging, and outputs an instruction to a two-way converter to implement recovery charging again when the specified time T1 is exceeded.
