PROBLEM TO BE SOLVED: To provide programs, an apparatus and a method for monitor control, which performs upload and download without occurring troubles for monitor control. SOLUTION: The monitor control apparatus 1a is connected with GNE transmission apparatuses 3a and 3b selected from a plurality of transmission apparatuses, and performs monitor control for the plurality of transmission apparatuses. On the basis of the situations of a backup target storage part, which stores priorities for backup target transmission apparatuses, a normal path 7a connected to the GNE transmission apparatus 3a and an alternative path 7b connected to the GNE transmission apparatus 3b, either of the normal and alternative paths 7a and 7b is selected and a backup target transmission apparatus is selected based on a priority.
