PROBLEM TO BE SOLVED: To provide a light-weight electromagnetic shielding device which and has superior productivity, uses a plastic shield case, and has less leakage of signals to the outside. SOLUTION: The electromagnetic shielding device 21 comprises a lower conductor case 6; a wiring board 2 which is formed with an electronic circuit and is arranged on the lower conductor case 6; a conductive region formed at least in the periphery of the surface of the wiring board 2 where the electronic circuit is formed; a plurality of through-holes 3 and 4 formed in the conductive region; a conductor layer 5 which has a shape similar to that of the conductive region and is formed in contact with the conductive region; and conductive plastic-made upper conductor case 1 which has a concave portion on the substrate surface side, and is formed in contact with the surface of the conductor layer 5 facing the contact surface with the conductive region.
