Summary:PROBLEM TO BE SOLVED: To solve the problem that a conventional multi-layered optical waveguide is constituted by laminating resin materials and therefor can not use an optical crystal material with a large electrooptic constant. SOLUTION: An optical waveguide as an embodiment of the present invention is constituted by joining together a 1st substrate 101 and a 2nd substrate 102 which are optically polished, and equipped with a 1st waveguide 105 having a ridge 103 on the joined surface side of the 1st substrate and a 2nd waveguide 106 having a ridge 104 on the opposite surface side of the 1st substrate from the joined surface, and can use the optical crystal material with a large electrooptic constant and enables direct electric field application to the waveguides, thereby greatly improving a modulation speed, a modulation voltage, and size reduction as compared with a conventional structure.
