Summary:PROBLEM TO BE SOLVED: To enable it to use efficiently a call control server having high priority. SOLUTION: The priority of respective SIP servers 21, 22 and the use propriety state are managed by an IP telephone terminal 10 as server information 15B in a storage 15. When transmission is conducted to a desired destination terminal from the IP telephone terminal 10, a usable SIP server is selected, based on the priority of the server information 15B so as to send an origination request message. When a SIP server does not answer to this, unavailable state of the SIP server is set to the server information 15B, and terminal registration processing to the SIP server is started.
