Summary:PROBLEM TO BE SOLVED: To provide an image forming apparatus which does not cause flaw, galling, toner filming, etc., and can maintain always stable transfer property, and an an image forming method. SOLUTION: The image forming apparatus includes an image carrier in which a latent image is formed and which can carry a toner image, a developing means which develops the latent image formed on the image carrier with toner, an intermediate transfer member to which the toner image developed by the developing means is primarily transferred, and a transfer means which secondarily transfers the toner image carried on the intermediate transfer member to a recording medium. The surface roughness (Ra) of the intermediate transfer member is 0.02 to 0.5 μm, and the toner contains toner parent body particles containing at least a binder resin and a colorant and at least one external additive. The external additive liberation rate by each kind of the external additives which liberate from the toner surface when the toner is dispersed into an aqueous solution containing a surfactant is 5 to 50%.
