Summary:PROBLEM TO BE SOLVED: To realize an image forming apparatus and an image forming method capable of easily and accurately changing the toner consumption in an electrophotographic image forming apparatus for performing a development by using a two-component developer. SOLUTION: M kinds of toner concentration reference values 1 to M as a target value of toner concentration are stored in a toner concentration reference value storage part 81b. A copying machine 30 has a toner saving mode, and the toner concentration reference value 1 is a standard toner concentration reference value, and toner concentration reference values 2 to M are toner concentration reference values for use in the toner saving mode. The toner concentration reference values 1 to M are in the descending order. Unless the copying machine 30 is not in the toner saving mode, the toner concentration reference value 1 is set.
