Summary:PROBLEM TO BE SOLVED: To provide an organic electrolytic solution and a lithium battery adopting the same for improving reliability of a battery, because of not being in excess of a prescribed specification after its chemical formation and standard charging at room temperature, by not only improving a reduction and decomposition stability to reduce an irreversible capacity in the first cycle, but also by improving the charge and discharge efficiency and the long life of the battery. SOLUTION: The organic electrolytic solution includes a lithium salt, an organic solvent composed of a high-dielectric constant solvent and a low-boiling point solvent, and furthermore includes a dicarboxylic acid dielectric having one or more substituted silyl groups as an additive.
