PROBLEM TO BE SOLVED: To provide a video generating device for obtaining an easily viewable free visual point video such as a movie. SOLUTION: This video generating device for obtaining a moving image by changing a visual point position is configured to repeatedly perform a procedure (S15) for deciding a plurality of candidate positions, a procedure (S16) for evaluating to which extent each candidate position is suitable for the current visual point position by applying a predetermined rule to the combination of the previous visual point position and one candidate position, a procedure (S18) for selecting the candidate position whose evaluation result is the highest as the current visual point position, and a procedure (S20) for obtaining a moving image when an object is viewed from the current view point position.
