PROBLEM TO BE SOLVED: To properly distribute limited articles in consideration of sufferers' needs and the state of shelters when a disaster occurs and properly select and determine article supplying organizations which supply articles. SOLUTION: A shelter side device 100 receives needs information inputted by sufferers themselves, the number of evacuees inputted by responsible persons on the shelter side, and shelter information such as the state of disaster around shelters and transmits them to an autonomous body side device 200. Based on the needs information and a stock amount in the article supply organizations, the autonomous body side device 200 properly distributes articles to the shelters, and in consideration of an average article consumption per person for each shelter, properly distributes articles again to the shelters and registers the results. The autonomous body side device selects and determines those organizations to which articles are preferentially supplied by using, as indexes, a distance between the shelter and the basis of the article supply organization and the stock amount of the articles. When the article supply organization is determined, it transmits the address of the shelter to which the articles are supplied and article procurement information such as necessary amount to the article supply organization.
