PROBLEM TO BE SOLVED: To provide a packet communication device capable of relieving a LAN line, and further capable of suppressing data discard during data congestion. SOLUTION: Each line package is comprised of: a setting unit for controlling a mutual connection of an L2 switch having a plurality of LAN line storage ports with each port of the L2 switch; and a detection unit either for an output of upstream data congestion information or for a failure of a first separation data. The line packages are connected each other to be used as a detour port using a vacant port or the like of the L2 switch. The control package is comprised of: a failure detection unit which detects an interruption state of a first multiplexed data, a congestion state of uplink data, or a congestion state of downlink data; and a communication unit which changes the setting of a setting unit, and simultaneously switches the forwarding table to the address in the failure when the detection unit detects the failure so as to make a detour through a line package without the failure, or to transmit the downlink data which has been detoured to a LAN line corresponding thereto.
