PROBLEM TO BE SOLVED: To enable a mobile to select a specific radio base station as a communication destination in an area where the mobile is capable of receiving down link signals transmitted from two or more radio base stations. SOLUTION: Down link signals transmitted from a prescribed radio base station are received through a first directional antenna 10B and inputted into a relay device 10. The relay device 10 selects only signals belonging to the frequency band of the down link signals transmitted from the radio base station, amplifies the selected signals, and transmits the amplified signals through a second antenna. In a range where the signals transmitted from the relay device 10 can be received, the receiving power level of the down link signals transmitted from the prescribed radio base station gets higher than those of down link signals transmitted from the other radio stations, so that the mobile selects the radio base station, which serves as a transmission source of the signals relayed through the relay device 10, as a communication end.
