Summary:PROBLEM TO BE SOLVED: To provide an image forming apparatus with which a toner image formed on an image support can be transferred without the occurrence of an image flow on a recording medium. SOLUTION: The image forming apparatus for developing an electrostatic latent image formed on a photoreceptor 10 by toner and transferring the toner image formed on the photoreceptor 10 to the recording medium is equipped with a developing device 50 for forming the toner image on the photoreceptor 10 by supplying the liquid developer of high concentration and high viscosity applied onto a developing roller 510 to the latent image surface of the photoreceptor 10, and a transfer device 60 consisting of a primary transfer means for primarily transferring the toner image formed on the photoreceptor 10 onto a cylindrical intermediate transfer drum 602 having elasticity and a secondary transfer means for secondarily transferring the toner image primarily transferred onto the intermediate transfer drum 602 onto the recording medium.
