Summary:PROBLEM TO BE SOLVED: To provide a dispersion compensation device and an optical transmission system capable of allowing input light wavelength (output wavelength of a light transmitter) to highly stably accord with transition characteristic of a VIPA type dispersion compensator while minimizing loss of main signal light. SOLUTION: The dispersion compensation device is provided with a VIPA plate 214 as an optical component, a lens 215, and a mirror 216, wherein a high reflectance side monitor means 22 for monitoring the light that is inputted to the VIPA plate 214 and is emitted from a first reflection surface 214a is disposed.
