Summary:PROBLEM TO BE SOLVED: To provide lightweight fill which facilitates execution of work, and exhibits an external wall excellent in durability and design, and to provide a foamed resin block for the lightweight fill, for use in construction of the lightweight fill. SOLUTION: The lightweight fill is constructed by piling up the foamed resin blocks (1). Then a composite panel having a metallic sheet laminated on a surface thereof or a metallic plate is mounted on an outward facing side surface of the foamed resin blocks (1a) piled along a peripheral portion of the fill, as a covering material (3), and the external wall is constructed by arranging the covering material (3) along the peripheral portion of the fill. The covering material (3) is mounted on the foamed resin block (1a) via the rear-side covering material (3), and a side surface of the foamed resin block (1a) and the covering material (3) cooperatively form a draining gap (4) therebetween.
