PROBLEM TO BE SOLVED: To provide a ringing eliminating device capable of reducing ringing that occurs in an image to be restored by using an image restoration filter. SOLUTION: This ringing eliminating device is provided with an image restoring means for using the image restoration filter to restore an input image with image quality deterioration into an image with no deterioration, and a weighted averaging means for applying weighted averaging to the input image and the restored image obtained by the image restoring means. The weighted averaging means applies weighted averaging to the input image and the restored image so as to make the degree of the input image strong at a part where ringing is conspicuous in the restored image and applies weighted averaging to the input image and the restored image so as to make the degree of the restored image strong at a part where ringing is not conspicuous.
