Summary:PROBLEM TO BE SOLVED: To provide a means for simplifying a loosening/tightening work of a winding state of a wound object, and stably and uniformly performing the loosening/tightening work. SOLUTION: A loosening/tightening device 1 comprises: a first rotor 10 rotating the wound object from its end face side; or a second rotor 20 rotating an inner peripheral face side of the wound object. Preferably, the device should have both of the first and second rotors 10, 20, and they can rotate in directions different from each other around a wound object axis as a rotational axis.
