PROBLEM TO BE SOLVED: To provide a phosphazene compound mixture which provides a flame-retardant resin composition homogeneously mixable when added to a resin, having good molding appearance, and excellent in mechanical properties and heat resistance, and to provide its resin composition. SOLUTION: The flame-retardant resin composition comprises the mixture of phosphazene compounds X3, X4, X5and X6represented by chemical formula (a) and satisfying, X4+X5≥40 mol%, X6≤50 mol% and X3≤50 mol% provided that the sum of X3to X6is 100 mol%, wherein X3is a compound in which three Rs among six substituents are 2,6-xylenoxy residues and the remaining three are phenoxy residues; X4is a compound in which four Rs are 2,6-xylenoxy residues and the remaining two are phenoxy residues; X5is a compound of five 2,6-xylenoxy residues and one phenoxy residue; and X6is a compound of all six 2,6-xylenoxy residues.
