Summary:PROBLEM TO BE SOLVED: To increase the packet generating processing speed. SOLUTION: A virtual packet forming means 12 in a multiplexed controller 1 analyzes video ES information 42 and audio ES information 52 to set header data, an information unit forms and stores empty virtual packets in a virtual packet memory means 22 and forms and stores data transfer command of an elementary stream set to the information unit in a command group memory means 13, a scheduling means 11 outputs a transfer command of virtual packets and those stored in the command group memory means 13 to a transfer means 21 in a multiplexed processor 2 when a specified number of virtual packets are formed, and the transfer means 21 transfers virtual packets in the virtual packet memory means 22 to a stream buffer 3 and then ES data to an information region of the stream buffer 3.
