Summary:PROBLEM TO BE SOLVED: To provide a data receiving device and a threshold value determining method, which follow a significant change in radio wave propagation environment to reduce electric power consumption. SOLUTION: A modem 10 generates, in a threshold value generating circuit 62 arranged in an output control section 26, newly an RSSI threshold value depending on a graph 52 for determining whether a threshold value is right or wrong that is shown by error detection results supplied from a monitoring section 22. The modem 10 supplies the generated threshold value 60 to a monitoring section 24 to make the RSSI threshold value variable that is set in the monitoring section 24 and to make the value operate, thus making the threshold value converge with a high-degree of accuracy over a short period of time.
