PROBLEM TO BE SOLVED: To produce gas products in response to demand and recycle waste products in areas such as industrial complex. SOLUTION: A control center 5 collects raw material data (kinds and amounts) of residual oils, fuel (petroleum coke or ethylene bottom) and organic waste products discharged from discharging organizations of raw materials, demand data of products from customers 4 and product data of production volumes of products produced in gasification facilities 1 and lightening facilities 2 and automatically calculates and determines distribution of raw materials to the gasification facilities 1 and lightening facilities according to those data. The control center 5 also estimates energy saving effect by estimating and calculating carbon monoxide reduction amount of customers 4 including plants in industrial complex.
