SOLUTION: A sill 2 is formed on a foundation 1. The plurality of columns 3 are vertically installed on the sill 2. Beams 4 are installed across the top parts of the columns 3. Outer wall backing frames 8 are formed by installing upper horizontal beams 6 and lower horizontal beams 7 across the upper ends and lower ends of a plurality of outer wall backing materials 5. Only the upper horizontal beams 6 of the outer wall backing frames 8 are fixed to the beams 4.
