Summary:PROBLEM TO BE SOLVED: To easily calculate a parameter as to a photographing condition of a photographing means. SOLUTION: A testing vehicle 5 passed through moving linearly on a road within a measuring area is photographed by a camera for photographing the measuring area, the parameter as to the photographing condition of the camera is calculated on the basis of a photographed image of the testing vehicle 5, and a speed of the vehicle or the like is measured using the calculated parameter. Difficult work of installing a reference object on the road preliminarily or the like is omitted, since it is possible to calculate the parameter using the photographed image of the testing vehicle 5 passed through moving linearly on the road within the measuring area.
